Amend laws to enable sacking of errant officers

I strongly criticised the recurring of mismanagement and abuse of public funds as reported in the Auditor-General’s Report 2013.

I am utterly disappointed and upset over the lack of necessary action from the authorities towards errant civil servants as revealed by Minister in the Prime Minister’s Department Shahidan Kassim’s that only one retired officer has been charged in court as of November 21, 2013, while many of them were merely slapped with unspecified disciplinary action or pending investigation.

 

Although the public accounts committee (PAC) was right in summoning five major ministries to explain the alleged mismanagement of public funds as reported in the AG’s Report 2012, but obviously the move was not good enough in curbing the malpractices as evidenced by the revelation in the latest AG’s Report with recurring trends. In view of the problem,

I call for opportune amendments to the General Orders of civil service to facilitate the sacking of errant civil servants including the necessary provision to charge the wrongdoers in court instead of mere referring to internal disciplinary action which lacks transparency.

 

Millions upon millions ringgit of public funds have been wasted and many civil servants appear to be getting away scot free, this vicious cycle must be stopped for the sake of the country’s welfare.

Civil servants who fail to show due diligence and discipline on work especially in financial matters and public procurement must be penalised for wasting public funds.

 

I also strongly believed that ministers must also be held responsible for the mismanagement and financial abuse reported in ministries.

The gravity of the situation with its damaging persistence warrants top level supervision and responsible leadership.

Ministers should not shun responsibility from public office and share the blame if malpractices are reported as the people rightly expect good governance from them as members of the government’s cabinet.
