The International Civil Aviation Organisation (ICAO) did not have the full knowledge of the capabilities of surface-to-air missiles and yet still wanted to give purportedly safe advice to airlines, including Malaysia Airlines, to use the airspace over Russia-Ukraine war zone.  

They did not know that the supersonic SA-11, surface-to-air missile, known in US as Grizzly or Gadfly and in Russia as BUK, has a shooting range of 75,000 feet.  It is therefore ICAO that should be held responsible for the downing of MH17 on July 17.

Our transport minister and the MAS chief executive are also responsible for the tragedy. Why? Because there are at least four to five airlines that had avoided flying over the war zone since the Ukraine political turmoil began, choosing alternate routes instead.  

MAS and Transport Minister Liow Tiong Lai were and still are naïve and stupid to insist that the air space over the war zone had been declared safe and unrestricted by ICAO. This is a case of blind leading the blind. They must therefore be held equally responsible for this tragedy.

Why didn’t MAS follow what other airlines had done to avoid flying over the war zon?

Why didn’t it keep abreast of the capable shooting range of all the surface-to-air missiles in the world to make its own judgment, rather than being misled by the idiots in ICAO who do not know the shooting range of the SA-11 missile, which is 75,000 feet?

In the aviation industry, cost-cutting and maximixing profit are important, but the safety of lives and properties are in fact more important.  

The top management of MAS should have kept abreast of the capabilities of all surface-to-air missiles, their ranges, their accuracies and their arsenal strength during day and night.  

This knowledge is a must for the right decision to make on which route to take. This applies to the Liow in particular and the government in general as well.

With the aforesaid analysis, we therefore know that these idiots have no wits at all and never took the preemptive actions so that the MH17 and other MAS flights avoid flying over the war zone, so that the tragedy could have been avoided.

Though we must hold ICAO responsible for the incident, we must also hold Liow and the CEO of MAS equally responsible for the tragedy for the following shortcomings:

1. Why blindly follow the stupid advice of the ICAO and the International Air Transport Association?

2. Why didn’t MAS keep abreast with the development of surface-to-air missiles, particularly on their shooting ranges?

3. Why didn’t MAS heed the move of the other airlines that avoided flying over the war zone? And,

4. Why use lives and properties to trade-off the meagre saving of fuel to fly the shorter route, even though the danger was immensely huge?
