Of course, a task force can be set up to come up with variations to this idea but I agree that there should only be one qualifying exam conducted at one particular time. Having two separate exams or even having one exam at two separate times is equivalent to comparing apples with oranges.
A variation to Ted Ng's suggestion could be, for example, that the 'points system' be tailored along the lines of golf handicap points. Let all races sit for one common exam.
When the results are announced, we can determine who are the most handicapped and maintain the handicap points for this particular race while reducing the handicap points for the other races proportionately for university entrance.
This way, there is not a rigid fixed system but rather one that caters for annual fluctuations in any race's shortcomings. Of course this is only a concept, but it's food for thought.
