The inquiry into the nude woman ear squats video scandal should not be left to the police department. It should be conducted by an independent body perhaps involving representatives from NGOs and headed by a prominent retired judge.

The full report should be made available to the public and if no consensus can be reached among all the members of the investigating team, the dissenting member(s) should be allowed to issue a report as well. The process should also be opened to the public.

This is vitally important for the whole process to be not only independent of the police department but perceived to be so by the general public. Any thing less than this may not restore public confidence in the police force.

The deputy Inspector-General of Police was reported to have said that he would not hesitate to dismiss the person who recorded the video. But that brave person or any whistle-blower for that matter should be protected.

Having said that, no protection should be extended to such person in any circumstances if he/she turns out to be a hoaxer. The media and the general public can help to stop Musa Hassan from carrying out this threat by widely expressing their views through newspaper columns, petitions, etc.

The contradicting views of Musa and the deputy prime minister have to be cleared up too. Musa was quoted as saying all detainees are required to strip and be searched before being sent to the lock-up whereas Najib Abdul Razak in another report was quoted as saying strip searching was not part of the procedure to examine those held under police custody.

Which is which?
