Is the failure of a candidate to pay for election campaign paraphernalia constitutes an election offence?

According to subsection 16 (3) and (4) of the Election Offences Act 1954, all expenses incurred by or on behalf of a candidate for an election, have to be paid within 28 days after the election results have been gazetted.
