I think we have to establish first who is responsible for the trunk road. I had the unpleasant experience of writing to a municipal council about a deplorable road condition only to be told that the road was under Federal jurisdiction (ie. the JKR). The council forwarded my complaint to the state JKR which in turn wrote me another letter saying that this was a federal road and outside the jurisdiction of the state JKR, not withstanding that the State JKR is a federal department too. So they in turn wrote to the federal JKR about my complaint. 2 months had already passed and letters were still flying around with nothing done to the road.
