National Digital Identity: Complementing a Digital Space

Under the MyDigital Blueprint, the National Digital Identity (NDI) is fully expected to be implemented by 2024 and the promotion to use the NDI will start as soon as 2022. 

With a blend of technologies that include Biometric and Artificial Intelligence, it has smoothened the authentication process through recognition of iris, face, fingerprint and palmprint and supported by a secure digital identity system, this will allow people to prove their identity without showing paper documents.

Dennis Low

General Manager, Head of Enterprise Solutions

NEC Corporation of Malaysia

Having gained vast experience in IT industry for 20 years, Dennis Low is poised for his position in NEC Corporation of Malaysia as the General Manager, Head of Product Enterprise Group. His role will see him taking care of the business units encompassing products & services, pre-sales, post-sales support and software system development. He oversees the solutions comprising public safety & social infrastructure, software enterprise, multimedia system, retail, managed services, telephony and unified communication, etc.

Dennis started as a systems engineer with Applied Business System in 1997. He joined BMC Software for a short stint before moving on to Veritas/Symantec which he served for 11 years in the capacity of a regional role. Thereafter he left for IBM which he served for 3 years as an ASEAN Security Services Sales Leader before joining Hewlett Packard Enterprise as the Country Manager for Technology Services Consulting, Infrastructure Services.


Fabian Bigar

Chief Executive Officer

Fabian was appointed as the CEO of MyDIGITAL on 19 April 2021 and he is tasked to drive change management and ensure the successful delivery of the Malaysia Digital Economy Blueprint.

Fabian’s experience in delivery units include the Performance Management and Delivery Unit (PEMANDU) and the Civil Service Delivery Unit. While in PEMANDU, he had a short stint at the Presidential Delivery Bureau, Republic of Tanzania to assist in the Big Results Now 2025 project. Fabian received his BSc. from Case Western Reserve University, USA and his Masters in Public Policy from the National Graduate Institute for Policy Studies, Japan.


Laila Abdul Majid

Deputy Director, ICT Division

National Registration Department of Malaysia

Laila Abdul Majid has been working at National Registration Department of Malaysia (NRD) since 1985 and involved in development of IT system from stand-alone system up to current online application system. NRD is responsible for civil registration management including issuance of identity cards, birth and death certificate. She is now the Head of Digital Transformation in ICT Division of NRD and responsible for ICT related plans dan programs , supervises and leads a team of software developers and administrators who develop and maintain NRD’s core information systems including the identity card production system. Moreover, Laila is as well responsible for managing the development of integration system with other government agencies and now involve in National Digital Identity project.
