Kapar MP S Manikavasagam and Selangor Select Committee on Competency, Accountability and Transparency (Selcat) chairperson Teng Chang Khim crossed swords this morning when the parlamentarian testified at the public hearing into the sand theft case involving Kuala Semesta Sdn Bhd (KSSB).
