It is refreshing to read ‘Asli's' comment on the 'Civil Service Freeze' posted on M'kini May 25.

However, with respect, to invoke a 'freeze' to 'rationalise the civil service' with little, if any attention given to the scenario in corporate sector employment concerns, must necessarily place restrictions on becoming 'more lean and efficient in better serving the public'.

Fundamental to this position is that there are strong political currents that impact themselves on employment opportunities in the government and private sector employment respectively, that needs to be exposed before an analysis can be useful.

Historically we unfortunately inherited almost a dichotomy in the pattern of employment in these two sectors, involving politically connected elitist based group formations that make it difficult to arrive at meaningful observations.

These concerns have permeated the entire ethnic composition of different groups so that the social formations have become very complex indeed.

It is therefore being argued that instead of what amounts to an 'ethnic' freeze the government needs to seriously consider plans and proposals to expand encourage and increase employment and training opportunities in relevant areas.

The key term here is empowerment so that it can be shown that new recruits with the right qualifications and experiences can be hired to deliver on a case by case basis, to identify the kind of requirements the government needs.
