The effect would see money siphoned away from Malaysia. It is ultimately bad for the country. By keeping the gambling spots here, the government can recoup some revenue from corporate tax.
Thus it is not a matter of keperluan (need). Rather, it is more a matter of keeping one step ahead of this vice called gambling.
