I'm a Malaysian citizen presently residing in Vietnam. When I checked with the Malaysian embassy in Hanoi as to when I can cast my vote, I was told to my utter disgust that only Malaysian civil servants and students residing in Hanoi can vote!

However, prior to this, all Malaysians here in Vietnam received yellow forms last year asking for details. It was a registration form meant for the upcoming elections. My question: If the Election Commission knew that only civil servants and students residing in Hanoi will be voting, why did the embassy send out this form to all of us?

Secondly, why is it that only civil servants and students can vote? Don't the other Malaysians exist in the eyes of the Malaysian government and the Election Commission?
