I refer to the report of an alleged incident of rape of a National Service female trainee by one of the programme's instructors. This is aggravated rape by the fact that the alleged rapist is a person standing in authority over her.

I am surprised that women's groups have not since the inception of the NS, nor after alleged incidents of sexual harassment have been reported, to take any interest in these violations of the integrity of our young and impressionable youth.

I do suggest for a start that a task force of groups on sexual harassment actually investigate if there is in place some kind of code on sexual harassment and sexual violations in these camps.

I suggest an immediate dialogue be made. If need be, youths should be exposed to discussions on sexuality and bodily integrity. I am sure by now, most women's groups are able to handle these concerns and would be in a position to advise.

I wonder what Suhakam and its human rights education programme is doing (or not doing) in relation to these incidents.
