Holograms for drugs rule: Who�s liable for deaths?

Already the rakyat are crying over the rising cost of living. If one goes to the market everyday, he will find that the price of greens, fish and meat have gone up by quite a lot.
Now we have holograms on pharmaceutical products to contend with. This is really an unnecessary cost and burden on consumers. What I fail to understand is how the hologram is going to help the authorities prevent faked drugs from being made and sold?
According to the authorities, the hologram has security features embedded in it. This is all well and good but how are ordinary folks going to identify these so called 'security features'? Will it be easier to identify fake drugs than to identify a genuine hologram?
And let's not forget the experts in forging and counterfeiting. Let's say a consumer happens to buy a bottle of fake drugs but one with genuine hologram sticker.
He dies of poisoning upon consuming it. Is the hologram manufacturer liable? Or the pharmacist who sold the drug?
