I have been mulling the reasons why the Independent Police Complaints and Misconduct Commission (IPCMC) is not getting anywhere near fruition. Could it be that every Tom, Dick and Harry in the police force is tainted with graft?

Perhaps Umno Youth leader Hishammuddin Hussein Onn realised this and dared oppose the president of Umno Abdullah Ahmad Badawi who is the prime minister. If every top person in the force is to be investigated, then we would not have any police force to speak of.

This then is the real reason for opposition to the IPCMC by the police and by the Abdullah Ahmad Badawi government. Pak Lah, by giving in to these 'demands' of Hishammuddin and the police, would himself and his government be tainted with graft.

By the way, we should be also looking at the immigration and customs departments for graft 'best' practices. These are institutions dealing with the public and migrant workers. Corruption 'trickles down' the rank and file.
