Recently, there has been much talk about the oil subsidy and RM0.30 price hike for petrol in Malaysia. At the same time, your government said the hike was necessary because many Singaporeans and Thais were going in to Malaysia for the cheap, subsidied petrol.

Seem like there's a general idea that Singaporeans can go to Johor and pump up their car full with petrol on an empty tank. If they do know, every Singapore car that wants to go to Malaysia needs to have at least 3/4 of their fuel tank filled and failure to do so would incur a very heavy fine of SGD$500 (if I'm not wrong). This is a law by the Singapore government to stop Singaporeans from going to Johor for the subsidised petrol. This law has been in place for more than five years.

Singapore authorities even have special X-ray like machines to scan every Singapore car's petrol tank to determine whether they meet the 3/4 full tank law. They don't need to even look at your petrol meter.

Some would still argue that Singaporeans still could get a 1/4 tank of subsidised petrol. But the time spent to and fro and possible traffic jams on the Causeway simply doesn't justify the savings. Moreover, not everyone in Singapore lives just across the Causeway.

As for Thailand, I do not know whether they have a similar law like Singapore's whereby Thai vehicles entering Malaysia need to have their petrol tank to be filled to a certain level. In fact, this restriction can be easily implemented by the Malaysia governments on foreign cars entering Malaysia but till now I do not see any such thing.

It's even more strange this is one of the many reasons (fuel smuggling) given on why the price hike in fuel is needed.
