The 'tudung' is not part of the gazetted police uniform, which is the stipulated boots, pants, tunic and cap/beret. The tudung is worn by Muslim policewomen as a personal choice and even then not by all (although peer pressure is a strong persuader).
Logically therefore non-Muslim policewomen should have the same choice. They can wear the tudung if they want to or refuse to wear it if they like. In this context the IGP's directive that all policewomen must wear the tudung on ceremonial occasions sounds very much like his personal choice.
He has the right to request it, not to order it. As for his reason - the need for uniformity - why does he not ask all the policewomen to paint their faces white or brown or black?
