I refer to the letter Mak Yong: Kelantan ban smacks of discrimination and can understand the writer's concerns.
But to us Muslims, there are laws for covering the 'aurat', for both men and women. Such laws must be treated as a 'saviour', not as an inconvenience or a hardship or a threat by any Muslim.
It is right for PAS to impose laws commanded in Islam. A non-Muslim however, may understandably feel discriminated against because of PAS' decision to only allow foreign tourists to watch Mok Yong in private.
If that is the case (though I am no scholar of Islam), I would think it is best if PAS imposed its 'Mak Yong' ban only on Muslims thereby allowing any non-Muslim - irregardless of nationality - to watch Mok Yong performances by non-Muslims in private.
