I have come to the sad conclusion that every since we embarked on Wawasan 2020, this nation has been ruled by errors and omissions. First, the civil service was abused and it was common for the powers-that-may-be to remark 'When are you in the civil service going to get your PhD?' every time the service that they had to study the matter further before the project could be implemented.
This is when 'errors and omissions' stepped in. Budget for projects were determined without any report for the costing accountant. Today, we see this being done openly through the press. When there is a failure of a public project, the minister will suddenly pull out a figure and say that he requires so many millions to do the repairs.
As voters, we should be calling for greater policy and financial accountability. The presence of many 'pondok polis' all over the town but which are not manned is symptomatic of a greater commission of errors and omission in our economy.
Any economist will tell you that financial resources, like the letters in the alphabet, are finite. Governments must be like writers - make infinite use of the finite if they hope to retain their moral authority to govern.
I wish to appeal to the prime minister to personally look into this in a micro-fashion of governance because failure to do so will mean that the errors will get bigger and the omissions will become a new tool of law enforcement.
