I refer to the Malaysiakini report PM: ACA to be fully independent .

I may sound pessimistic but four years ago, the PM promised reforms in the police department which is said to be riddled with ‘difficulties’ yet the Independent Police Complaints and Misconduct Commission (IPCMC) has not been implemented. Will this ACA thing also take so long?

I voted for PM in 2004 because I was impressed when he declared war against corruption but I was disappointed when nothing happened. Nazri said then that there were about eighteen high profile cases but later the verdict was ‘all the cases have been investigated’ and ended up in nothing.

If not for corruption, Malaysia would be number one in this region because God has given us everything for export - oil, tin, rubber, oilpalm, etc., and we have no major natural disasters. With corruption calculated into the system, all projects cost many times the actual cost.

Deep in our hearts we know that corruption exists in every enforcement area but when we say it out. the question from the PM himself is ‘Where is the proof?’

When the PM took office for the first time, I wrote him a e-mail, telling him that since no one gives receipts for receiving bribes, we should base our suspicions on the effectiveness of the department in enforcing what they were supposed to do.

Management by objective is the answer. If for some reason the objective of enforcement is not achieved in a certain area, then those responsible have to be punished for failing in their duties.

There may be legal consequences to 'firing’ based on suspicions (which we know to be true) but there are other avenues. Transfer the responsible persons with immediate effect to a far away place.

We often hear of immoral activities happening in an area but when action is taken most likely it is by a team from Bukit Aman. What happened to the local authorities? There are also repeat offenders with a place being raided umpteen times. What are the local authorities doing unless they are ‘closing one eye’?

I wrote about this matter again to the PM when he opened up his website just before the elections. I guess he has been busy lately but I hope that I will be happy about his ‘clean-up campaign’ to vote for him again in the next election.

The next question for the PM is whether we will be able to open files which were forced to be closed by his predecessor when the ACA becomes independent. The feel of the general public is one of disappointment the way the BN YBs have behaved lately - arrogant, unfriendly and playing ‘almighty’.

The ‘ bocor ’, ‘close one eye’ and owner of the an ‘Istana’ in Klang are just a few examples. The rakyat have been told by them to show their anger through the ballot box and not on the streets and they just did that.

We blame the colonials for a lot of things but looking at many countries in Asia and Africa, when the Mat Sallehs left, the locals who were in power seemed to rob and bleed the citizens of everything eventually resulting in chaos. The question a common man asks is, how does the tallest, longest, biggest ‘thing’ that is built in Malaysia benefitting him. We hope that soon we can really have a clean, honest and just government.
