Penang DAP Socialist Youth leaders have sent the IGP Khalid Abu Bakar a memorandum urging the force not to reject the setting up of an Independent Police Complaints and Misconduct Commission (IPCMC) and pressing for an inquest into the recent death of N Dhamendran while in police custody.
