The Selangor government has dismissed the authenticity of a document appearing online, supposedly a copy of the water deal inked with the federal government last week.

Details of the memorandum of understanding (MOU) on the water restructuring exercise signed last week has yet to be disclosed to the public.

As such, state executive councillor Elizabeth Wong ( right ), who had read the document earlier, clarified that the “copy” being circulated differs from the real deal.

While unable to detail the differences with the original deal due to legal restraints, Wong nonetheless stressed that it was made in accordance with the state's demands over the past six years.

Selangor Menteri Besar Abdul Khalid Ibrahim had reportedly said the state is unable to disclose details of the MOU as it was “ bound by the law ”.

Wong today said the Pakatan Rakyat-led state government was committed to declassifying the MOU under the Freedom of Information Act, however, it involved complicated legal procedures as it also involves the federal government.

“But if it is a two-party agreement, we must have consent from the parties who signed with us.

"We have appointed the state legal adviser to consult with the Attorney-General’s Chambers on the proper procedure to disclose this document," she said during a press conference today.

Meanwhile, PKR director of strategy Rafizi Ramli ( left ) is scheduled to hold a press conference at the party headquarters at 1pm to disclose the MOU.

To this, Wong said everyone in the party, including Rafizi, has the right to make statements.

As to how Rafizi could have obtained details of the agreement, Wong requested the press refer to the Pandan parliamentarian himself.

On Feb 26, the Selangor and the federal governments ended a six-year impasse on the water restructuring issue when they signed the deal on the state’s takeover of all four water companies.

Putrajaya will inject RM2 billion into the deal to help the Selangor government to acquire the shares of the concessionaires in return for being allowed to build the Langat 2 water treatment plant.

Wong also admitted that the state exco members were not aware of the signing date.

However, she said, the exco members have been briefed on all stages of the negotiation.

“If there are any changes, we are informed in the exco meeting... About two weeks ago, if I’m not mistaken, we discussed about Langat 2 and we prepared our end of the MOU part.

“We knew that it is coming to an end, just that we don’t know when (is the signing date),” she said, adding that the reason why Abdul Khalid kept that secret is understandable.

Wong added that should there be any information leaked before the signing of the MOU, there would be an effect on the market concerning the water companies.

MCA’s ‘desperado action’

Meanwhile, Wong slammed MCA for alleging a split between Anwar and Abdul Khalid, which she claimed was a ‘desperado action’ by the Chinese-based party to win the by-election.

“MCA is lacking bullets, that is why they play such a trick to split the two leaders,” she said, stressing that Anwar and Abdul Khalid have been friends for more than 30 years.

“We can’t foresee a situation where there is Khalid without Anwar, or Anwar without Khalid in Selangor,” she stressed.
