Chief Minister Lim Guan Eng has challenged Tengku Adnan Tengku Mansor to a debate on the latter's controversial proposal to turn Penang into a federal territory.

Lim said that the debate should be aired on RTM and TV3 on the topic of 'Why must Penang be a FT and not other states?'.
