I refer to the Malaysiakini report Najib's fatal mistake - failure to call Perak assembly meet.
Tengku Razaleigh said ‘the government has no money. So where is the money? Some people have pocketed the money.’
In other words, some people have stolen the government's money. And who are the 'people' who had ‘pocketed the money’? The only people with the means to ‘pocket the money’ are the BN- Umno people because they, the Umno people, are the ones holding the nation's purse strings.
In this world, there are basically two types of thieves and robbers. There is the common type and most thieves and robbers belong to this group. They steal when the property owners are not around or are not watching.
They rob when they feel that they are superior physically, either because they are better armed or because they are superior numerically, or because they are simply bigger and stronger than the property owner.
They are aware that they are thieves or robbers and that their act of taking what belongs to others is both morally and legally wrong and, of course, they try their best not to get caught and also hope and pray that they do not get caught.
Because of difficult working (stealing and robbing) conditions, including getting caught, what they are able to steal and rob are usually limited.
Then there is the other, rarer, type of thieves and robbers. What distinguishes this type from the first type is that they are only perceived as thieves and robbers by the rest of the world.
As far as they themselves are concerned, they are not thieves or robbers because they have not stolen or robbed anyone of their properties. Whatever property or money that is within their grasp, they consider to be theirs to take and own.
I believe Umno, based on the Ketuanan Melayu philosophy and concept, belongs to this second group.
The rest of the country - including Tengku Razaleigh - may think that these people have stolen and pocketed the nation's wealth but they, on the other hand, just do not see their act of pocketing the nation's wealth as acts of theft or robbery because they really believe that what they have taken and pocketed was theirs in the first place.
And you cannot logically steal from or rob from yourself. Therefore, out goes the tender system. Just call a few of their own comrades, also referred to as their kaki, and have a private negotiation on price and other terms.
They are simply oblivious to the complaints and condemnations from the rest of the country and are also immune to investigations and prosecutions by authorities.
Because of the risk-free and easy working conditions, what can be taken and pocketed are in a way quite unlimited, to the extent that ‘the government has no money’ now, to use Tengku Razaleigh's words.
