In mature democracies, ministers resign when their ministries are not up to the mark. The reasons can include for the perpetuation of mad cow disease, giving inappropriate recommendations for a foreign national to receive citizenship and of course, major infrastructure collapses (literally!).
These individuals resign on their own free will knowing that their continued presence as minister can only taint the government and reduce the people's trust in the government.
There have also been many cases when the minister is not at fault at all but he or she resigned nonetheless to ensure that the government is free from the perception of incompetence and scandal.
However, resigning only makes sense when the people's built-up distrust turns into a widespread anger and revolt against the whole government. In this country of ours, that likelihood is somewhat minimal and the general election is still a good five years away.
Hence, to my minister in charge of highways, hospitals, waterworks et cetera, I say keep up the good work and don't ever quit until you are forced to leave by the prime minister.
After all, who cares about a bunch of rowdy Barisan Nasional and opposition MPs, who cares if the highway engineers didn't do a good job and folks will take 12 hours by road to get from Kuala Lumpur to Penang?
Nobody will care.
