President Benigno Aquino said that the Sulu Sultanate's incursion into Sabah was a conspiracy because Sultan Jamalul Kiram III could not have executed the move alone.

According to Filipino news portal Rappler , Aquino those involved in the conspiracy has been identified but did not name them.

NONE "We are aware that there are those who conspired to bring us to this situation - a situation that has no immediate solutions.

"Some of their identities are clear to us, while others continue to skulk in the shadows," he told a press conference today.

He said that charges are being prepared against them.

Aquino added that the conspirators are putting the lives of about 800,000 Filipinos in Sabah in danger.

In a related development, Presidential spokesperson Edwin Lacierda lamented that the Sulu Sultanate's appears to be "changing the goal posts" over their demands.

"First of all, they wanted the government to press the Sabah claim. What did the president say? We will study the claim. I have formed a task group to study the claim," he said quoted as saying by ABS-CBN news.

He said that their second demand was to talk to emissaries, following which two members of Aquino's cabinet was sent, but the Sulu Sultanate responded by claiming that they were not authorised to speak for the government.

"The alter egos of the president were there... How much higher did they want? They keep on changing the goal posts," he said.
