Questions over RM3.5m lock-up CCTV project after sex assault

DAP’s Segambut MP Lim Lip Eng is writing to Kuala Lumpur police to seek permission to check the multi-million CCTV system at the Jinjang lock-up, following the case of an alleged sexual assault on a detainee.

A police officer is under investigation for performing oral sex by force on a 15-year-old boy on April 10.

The officer is also probed for sexual assault on two other boys aged 14 and 16.

Lim said the checks are necessary as the Self-Monitoring Analytics Reporting Technology (Smart) was installed in February for RM3.5 million to stop torture, sexual assault or deaths in custody at the centralised lock-ups.

“Police have failed to state if the CCTV was on and functioning when the crime was committed.

“So to avoid wrong perceptions on the Smart as a failed project, or claims of cover up, I am asking Kuala Lumpur police chief Amar Singh to organise a visit this week for Federal Territories MPs this week,” he said in a statement.

The 27-year-old suspect has been remanded until April 15.

He is being investigated under Section 377C of the Penal Code for committing carnal intercourse against the order of nature without consent.

If found guilty, the suspect could be sentenced between five to 20 years in prison, and be subjected to whipping as well.
