Malaysia has always had the ambition to become not just a high-income economy, but one in which growth is sustainable and shared.
To accelerate this process, the government has unveiled a number of initiatives to offer greater economic opportunities and strengthen the nation’s human capital under the new MADANI Economy Framework.
In line with the framework, the Program Latihan MADANI (PLM) was announced by the Prime Minister of Malaysia, Yang Amat Berhormat Dato’ Seri Anwar Ibrahim, as part of Budget 2024. The programme seeks to expand access to training and development for employees within micro-SMEs, persons with disabilities (PWDs), senior citizens, retirees, current and formerly incarcerated persons and B40 communities.
HRD Corp has been given the mandate to spearhead PLM
Being a custodian of Malaysia’s human capital development efforts, HRD Corp is honoured to be entrusted with this mandate by the Prime Minister. As Malaysia's human capital development landscape evolves over time, HRD Corp have expanded their core activities to include more sectors and industries while fostering the growth of local training providers.
They are committed to strengthening the learning and development ecosystem for all Malaysians in line with their aspiration to:
Invigorate essential skills
Broaden critical knowledge
Build an inclusive and cohesive society
To that end, HRD Corp has been working diligently in engaging with their stakeholders to build PLM. This to ensure that they are able to take into account the feedback of relevant stakeholders, guiding it to deliver assistance to the intended target groups effectively.
The PLM is currently in its Call for Proposal (CFP) stage. HRD Corp invites all its registered training providers to join the effort to support the upskilling of the underserved communities by submitting their proposal via the official portal https://hrdcorp.gov.my/plm.
Below are the five initiatives under the PLM:
1. Seniors Back In Action (SEBA)

This initiative aims to provide the skills and knowledge for retirees who want to re-enter the workforce in a different sector or capacity as well as senior citizens who are interested in pursuing employment or income generation opportunities.
2. Second Chances And Opportunities For People To Excel (SCOPE)

This initiative is designed to empower formerly incarcerated individuals by providing them with practical skills and vocational training in a supportive and rehabilitative environment. This is to facilitate their successful reintegration into society through employment and income-generating opportunities that foster positive long term personal growth.
3. PWD Development

This initiative is designed to empower persons with disabilities (PWDs) with essential skills through competency-based training and certifications. It aims to facilitate the acceptance of PWDs into the workplace while improving their integration into society through employment or income-generating opportunities.
4. MSME Development

For individuals working within Malaysia’s micro-SMEs, this initiative aims to enhance workforce sustainability, reduce turnover rates and increase business resiliency.
5. B40 Development

This initiative is designed to help communities from the B40 income group by equipping them with specific skills and knowledge through end-to-end training.
With the variety of programmes and initiatives made available under the PLM, HRD Corp is in a strong position to support the training needs of the underserved communities.
