KPIs, KPAs - 'quality more important than quantity'

Dear Prime Minister Najib Razak,

Thank you very much for a lot of good changes you have initiated especially implementing the KPIs and KPAs. Please remind your KPI minister and all the cabinet ministers of the following important fact:

‘The quality of the job is more important than quantity of work finished.’

If a student said he has finished answering the exam papers, we could not just say that a KPI of 100% was accomplished.

What grade did he score? Did he get an A+, A-, A, B, C, D, E or an F? If we were to go deeper, what was the standard of questions asked? Were they the usual old, stereotyped questions recycled every year? Leaked questions?

Were the questions very easy or of a high standard and very hard? Were there any controversial or wrong questions in the papers?

If the student was sitting for the SPM, were the questions of PMR level or were they of STPM or even diploma-level? Maybe even of graduate or postgraduate level?

We must also ask whether the grading system is fair or whether there is a post-marking adjustment or moderation system to increase or lower the marks across the board maybe for the rural students or for some race or religious groups or maybe for the VVIP’s children?

Even in England, Australia and in some countries, ‘the pass mark of full-paying foreign students, even at the postgraduate medical level is rumoured to be lowered on the premise they are not going to practice in the above-mentioned countries but will return to their home countries.

Another hidden agenda is to earn foreign currency by attracting more foreign students.
