I was puzzled that the Public Accounts Committee (PAC) is going to call up the Chief Secretary to the Government Sidek Hassan, regarding the National Feedlot Corporation (NFC) scandal in which loans were disbursed before the loan agreement was signed.

The civil servants in charge of the loan disbursements to NFC have clearly abused their powers and gone against standard operating procedures.

Can you imagine the extent of power abuse when bank managers disburse loans to borrowers before loan agreements are signed? This amounts to criminal breach of trust .

I doubt that the chief secretary to the government has any administrative or executive controls over all that is happening in the ministries.

In reality, those civil servants who abused their powers will know how to deal with the office of the chief secretary to the government even such cases are channelled to Sidek Hassan himself.

‘Little Napoleons ‘ reign in all ministries and more often than not, any abuse of power by any civil servant will be covered up by their superiors. Even in a high profile place such as the Immigration Department, the extent of abuse of power is shocking.

I wanted to expose such abuse of power regarding a Frenchman who was let off the hook five times for abuse of his social visit pass and professional pass over two years.

This was to bring about much needed attention to the works of ‘Little Napoleons' despite all the pledges made by Sidek Hassan to improve the Malaysian civil service.

In my case, the office of chief secretary to the government merely replied that the Immigration Department had given the necessary replies.

Copies were extended to long lists of civil servants from Immigration Department, the Home Ministry's secretary general and the Public Complaints Bureau of the Prime Minister's Department.

As usual, The chief secretary to the government was informed by the Immigration Department that the Frenchman was given a two-year employment pass after having worked in Malaysia for the last two years on a social visit pass and a professional visit pass (for the RM12 billion EDTP between Ipoh and Padang Besar).

To the ‘Little Napoleons' in Immigration, there are no irregularities in the issuance of employment passes to the Frenchman even though he had been working ‘illegally' in Malaysia and even the chief secretary to the government has no objection to such abuses.

So, just live with the ‘Little Napoleons ‘ in Malaysia's civil service and stop dreaming that the chief secretary to the government can come to the rescue in the recovery of the loan amount given to NFC.
