CS Wong argues that most homes which keep dogs have the feeling of being safe, especially at night. He is, indeed, correct. The problem is, their many neighbours don't enjoy the same feeling.

Their neighbours live in constant fear that their children could be the victims of vicious dogs, anytime. Many dog owners fail to observe rules in keeping their dogs at homes and in public places.

I had been cursing my neighbour for years due to the endless noise of his dog barking in middle of the night. He would also let his dog run free outside his compound unattended. My kids had to be kept inside the gate for fear that they might be victimised by the fierce-looking Rottweiler. No amount of advice that could change his attitude.

Making reports to the authority was just like talking to the trees. Simply no action taken. Finally, I had to move out and find new home so that I could enjoy a peaceful night's sleep. And my kids could enjoy playing at the nearby playground without feeling intimidated.

I'm no criminal, but my life is much more comfortable without irresponsible dog-owning neighbours. There are many out there who would agree with me. It is only fair that the authorities tighten licensing of pet dogs to ensure dog owners understand their responsibilities towards the neighbourhood. I would also encourage authorities to regularly enforce the rules against irresponsible dog owners. Only qualified dog owners should be licensed to keep dogs in residential areas.

The problems are not with the dogs, but, rather, with their owners.
