A motion has been filed at the Dewan Negara to debate the fatal shooting of 14-year-old schoolboy Aminulrasyid Amzad by the police.

The motion was filed by Senator Dr S Ramakrishnan yesterday.

“This is a serious matter of public concern,” said Ramakrishnan, during a press conference at the Parliament lobby this morning.

Aminulrasyid was shot dead at about 2am on Monday at Section 11 Shah Alam, after speeding through several red lights.

According to police accounts, Aminulrasyid tried to reverse his vehicle in the direction of the police, prompting them to fire four shots.

 "I hope that the motion could be debated on Monday, as it is an urgent matter," said Ramakrishnan.

Compulsory independent inquest

The DAP senator called for mandatory independent inquests on every police shooting that is reported.

He said that Malaysians deserve better protection and service from the police force.

 "Erring in shooting decision is fatal. There is no turning back. Therefore a shooting decision should not taken at all unless the police officer is absolutely sure that they are shooting a criminal," he said, when explaining the importance of having an inquest to help in the investigation of such incidences.

He added that in previous fatal shooting incidences, there was no proper probe with no police officer charged or any other action taken against that person.

"Based on a Suaram report there were 39 deaths from police shootings in 2009 and 44 similar deaths in 2008," he revealed.

While it is the duty of the to keep robbers and other criminals away from the streets, he said that shooting suspects should not be the way to solve it.

He urged police to be more alert and vigilant but at the same time caring and concerned for the general welfare of society at large.

"Police need more tolerance and go the extra mile before deciding to shoot suspects," he added.
