Kidex Sdn Bhd, the concessionaire for the controversial Kinrara-Damansara Expressway (Kidex) blocked by the Selangor government today insists that it did not miss the deadline to meet pre-conditions set by the state.

Responding to Selangor Menteri Besar Azmin Ali, Kidex said the deadline was extended to Nov 14 and not Feb 14 as stated by the MB in announcing that the state will not approve the highway today.

“We wish to state that the conditions pre-conditions period as defined in the concession agreement is extended for a further nine months commencing from Feb 15, 2015 to Nov 14, 2015,” Kidex CEO Mod Nor Idrus said in a statement.

The concession agreement signed in November 2013 is between Kidex and the federal government and thus Kidex is waiting for the federal government to weigh in on the matter, he said.

Although Kidex is a federal project, the Selangor government needs to give approval for land use because the 14.9 kilometre highway is located in the state.

Azmin today said the state cancelled conditional approval for Kidex because it had failed to provide an independent traffic impact assessment, social impact assessment and environmental impact assessment by the Feb 14 deadline.

It also failed to reveal the toll rates during the concession period and its estimated rate of return to investment and disclose the full concession agreement, he said.

Kidex is among six highways planned by the Works Ministry to run in Selangor.
