Penang Chief Minister Lim Guan Eng has revoked the order to cull stray dogs to prevent the spread of rabies.

Lim's order to cull the strays, which was announced on Sept 17, was intensely criticised by animal rights groups that felt the strays should have been vaccinated instead of being culled.

Lim's decision to stop the mass killing of strays comes after 1,117 dogs have been killed in the state, although there have only been four cases of rabies in Penang.

"I have decided to revoke the order because there is indication that the prevalence of rabies is low, and the situation is under control," Lim told a press conference in Komtar today.

"However, we hope the NGOs will help us in vaccinating the dogs as that order will continue," he added.

Lim had previously criticised the NGOs for acting on emotions and not facts when condemning the order to cull dogs.

But the NGO 'Stop Killing, Start Vaccinating' said it would work with the state and help vaccinate the dogs after the Department of Veterinary Services in Putrajaya approves 40,000 doses of vaccine to be brought in by World Veterinary Services, a global animal welfare group.
