DAP: Set up committee to propose amendments to NSC Bill

A special committee should be set up to include MPs from both sides of the political divide to propose new amendments to the National Security Council (NSC) Bill 2015.

Then, this can be presented to the Special Parliament at the end of next January, which will be convened to consider the approval of the Trans-Pacific Partnership Agreement (TPPA), DAP parliamentary leader Lim Kit Siang said in a statement today.

This would mean extending the Special Parliament from two days to four days to include a debate on the amended NSC Bill to address its weaknesses and flaws, he said.

"DAP and Pakatan Harapan MPs are prepared to cooperate in such a special committee to propose new amendments to the NSC Bill for presentation to the Special Parliament at the end of January before the Bill is presented to the Yang di-Pertuan Agong and gazetted to join the statute book," Lim said.

However, he wondered if Prime Minister Najib Abdul Razak and his ministers would reciprocate their offer.

Minister in the Prime Minister's Office Shahidan Kassim promised that the government would look into the weaknesses of the NSC Bill, Lim reminded, but he questioned this promise.

"How genuine are such assurances when Shahidan dismissed the very same concerns of Opposition MPs and the civil society when the NSC Bill was rushed through the Dewan Rakyat like a 'thief in the night' without proper prior notice or consultation?," he asked.

MPs from both sides of the partisan would be "in serious violation of their oath of office", if the NSC Bill was allowed to be put on the statute book as it is now, he said.

Lim also pointed out that some of the BN senators had spoken against the NSC Bill during the Senate debate, but added that they still allowed the bill to be passed.

"They (BN senators) claimed that they 'spoke from the heart'. If so, they had not voted in accordance with the wishes of their heart and none of them seems to be heartbroken," he said.

The NSC Bill was passed through the Dewan Negara with a voice vote last night, without any amendments.
