EC pulls the plug on MCA ceramah

9.50pm: Sungai Besar - The Election Commission instructs MCA to stop its ceramah, which it is holding on its truck-cum-stage across the street from a DAP event, because MCA has no permit.

"This event is not in our schedule," says an EC officer, who pulls the plug on the event while MCA's Tebrau MP Khoo Soo Sean is speaking.

Khoo ends his speech and the emcee informs the audience that MCA is forced to halt the event on police advice.

"Police are concerned that something untoward might happen because DAP's event is next to us, so they have asked us to end the ceramah. We thank the police for protecting us," the emcee says.

A party worker tells reporters MCA has a police permit for the event but is unclear about the EC permit.

The incident is fodder for DAP speakers at the party's event at the basketball court across the street.

"MCA did not know that outdoor rallies require a permit from EC and forgot to inform the EC. It has nothing to do with us.

"How are they in government when they don't even know they need to apply for a pemit. Shame," DAP's Seremban MP Anthony Loke says.

MCA music drowns out DAP ceramah

8.10pm: Sungai Besar - MCA sets up its truck-cum-stage a stone's throw away from the Bagan Sungai Besar basketball court, where DAP is set to hold its ceramah tonight.

Although the MCA rally has not officially begun, loud music from from MCA's truck drowns out speeches at the DAP venue, where about 200 people have gathered.

Those attending the DAP rally are distracted and keep turning towards the MCA truck.

Felcra to make interim dividend payout of RM74.78 million

7.30PM: SK Binjai Jaya, Sg Besar - Rural and Regional Development Minister Ismail Sabri Yaakob announces the first interim dividend payout for Felcra worth RM74.78 million.

Of this amount RM399,311 will be paid to 327 Felcra participants in Sungai Besar.

"God willing more allocations will come to help rural areas to repay the rural folk for their staunch support of BN," he says.

Later at a press conference, Ismail says the first dividend payouts is usually announced during the fasting month to help Felcra participants prepare for Hari Raya Aidilfitri.

'Disputes in S'gor gov't show opposition in disarray'

7PM: Kg Seri Sentosa, Sungai Besar - Communications and Multimedia Minister Salleh Said Keruak today cites dispute in the Selangor government as proof of disarray in the federal opposition pact.

Salleh tells voters in Sungai Besar today the dispute also shows Pakatan Harapan is not fit to rule Putrajaya.

"The opposition (parties) are fighting among themselves. They are in a government together but they cannot be united in elections.

"Even though they are small, they fail to be united, how to give them the task of developing Malaysia?" he says during a breaking of fast event.

Salleh says ongoing problems that Selangor Mentri Besar Azmin Ali is facing with his cabinet - with both PKR and PAS representatives - is spilling over in both the Sungai Besar and Kuala Kangsar by-elections.

"Look at the Selangor MB, he has problems with his own cabinet. His cabinet has PAS, PKR and DAP. Even though it is a small group, they can't manage their own house.

"I have never seen in the world where a cabinet sits together but fights each other during elections," Salleh says.

'Rosmah jet' exposé won't impact by-elections, says Zahid

5pm: Police tactical headquarters, Kuala Kangsar - PKR secretary-general Rafizi Ramli's expose on Prime Minister's wife Rosmah Mansor using a private jet chartered by the government will not gain traction in the twin by-election, says Umno vice-president Ahmad Zahid Hamidi.

"No effect," he says at a press conference this evening.

He claims this is because Rafizi has apologised to Najib before, but over a different matter. It is unclear which incident he is referring to.

11 police reports lodged in K Kangsar to date

4pm: Kuala Kangsar - Police have received 11 reports and opened five investigation papers since campaigning for the Kuala Kangsar by-election started a week ago.

Apart from the case of paragliders in the constituency on nomination day, one investigation paper was opened after a person complained his number was used to send SMSes urging people to support Parti Amanah Negara (Amanah).

Perak police chief Abd Rahim Hanafi in a statement today says police are also investigating a case where Amanah was told to stop its ceramah and received threats that their loudspeakers would be destroyed for not respecting Muslims performing their terawih prayers.

Police are also investigating a scuffle involving members of the Youth branch of Indian Progressive Front (IPF) under Section 323 of the Penal Code.

Abd Rahim also confirms they are looking into a police report lodged into the ‘disappearance’ of the BN candidate’s banners originally placed at the junction leading to Bukit Chandan.

Zahid on his alleged RM230m: Shut up Dr M, or be called senile

3.27pm: PDRM tactical HQ, Kuala Kangsar - Deputy Prime Minister Ahmad Zahid tells former Prime Minister Dr Mahathir to shut up before someone says the 91-year-old is senile.

Mahathir. while at the 1MDB colloquium in Kuala Kangsar earlier today, told the crowd Zahid had declared he had RM230 million when the latter was Umno Youth chief.

Zahid when asked at a press conference responds curtly, "I am of the view that he better shut up, otherwise people may describe him as senile."

"That's all I have to say, don't ask me about him (Mahathir). Better to shut up before others call him senile," he replies.

Zahid however neither denies nor confirms if he possesses the huge sum of money alleged by the former PM.

Varsity students launch Harapan youth movement

3.10pm: Amanah HQ, Sungai Besar - A group of youths and local university students today launches a coalition dubbed Mahasiswa Pakatan Harapan to rally support for Parti Amanah Negara's candidates in Sungai Besar and Kuala Kangsar.

The group represents members of Mahasiswa Amanah Negara, Mahasiswa Keadilan Malaysia and DAP Varsity.

"This programme will involve activities such as surveys, house-to-house visits, open stages and others," says Mahasiswa Amanah chairperson Fadhli Umar Aminulhuda during a press conference at the party's operations centre in Sungai Besar.

Fadhli says the group now has at least 100 supporters from local universities nationwide.

In Sungai Besar, the group has since yesterday been organising a series of programmes in support of Amanah's candidate Azhar Abdul Shukur.

2pm: Police tactical HQ, Kuala Kangsar - Deputy Prime Minister Ahmad Zahid Hamidi announces that both he and Perak menteri besar Zambry Abdul Kadir will fork out their own money to treat the police personnel on duty in the Kuala Kangsar by-election to a buka puasa meal (break fast).

This is to express his gratitude for the police personnel entrusted to ensure the by-election goes smoothly.

A total of 1,575 police personnel are currently on duty in Kuala Kangsar.

Meanwhile, he also says the construction of the nation's second Junior Science College Mara (MRSM) will begin this year in Perak.

Slow response from S'pore-based voters, DAP phones hacked

12pm: Sekinchan, Sg Besar - DAP's free bus service from Singapore to Sekinchan has received lukewarm response.

According to Sabak Bernam DAP Youth rural liaison officer Chia Siang Chun, only 30 have signed up thus far.

"Compared to the 2013 elections, this is about half the number," Chia tells Malaysiakini.

Meanwhile Selangor DAP Youth chief Eric Teh says Chia and three others have had their phones hacked to deliver anti-Amanah messages.

"The messages are similar to what MCA has been saying... 'Amanah and PAS are the same, one has betrayed us and another will betray us soon'," Teh says at a press conference.

They have lodged a police report over the matter.

Mah says voters won't be swayed by 1MDB, donation scandaL

11.40am: Taman Mercu Indah, Kuala Kangsar
- Gerakan president Mah Siew Keong is confident that Dr Mahathir Mohamad will not have a big impact with his 1MDB and Save Malaysia messages.

"From what I know, lots of people go and listen, even in Sungai Besar it was quite jammed. But to me, a lot of the (attendees) are not local voters.

"I think the local voters will make their decision based of what they think is best for both constituencies," he says at Gerakan’s Parents Day celebration.

He said the crowds turning up for Mahathir may be big, but doubted its impact on the votes.

"This is because, with due respect, he didn't practise a lot of things (he speaks of) when he was leading (as PM)," said Mah.

"There is a lot of flip-flopping, DAP was the biggest critic of Mahathir, today they are best friends just for the vote," he adds.

DAP has continuously urged voters to vote against BN to reject corruption, citing the 1MDB scandal and the RM4.2 billion in Prime Minister Najib Abdul Razak's accounts.

Mah, however says these accusations will not sway voters.

"I think the voters will take many things into consideration (apart from these)," he says.

He also disagrees with calls for outstation voters, who are said to usually vote against the government, not to return to vote.

"Some people said that this would be a low turnout. I hope it will be a high turnout for them to make decisions on many issues," he says.

"I don't agree either, (with the notion) that outstation voters would vote against BN," he says.

Umno deputy minister Ahmad Maslan had earlier called for Chinese voters living outside the constituency not to come home to vote.

Oppose Hadi's law, not Allah's law, says Kit Siang

10am: Manchester United Coffee House, Kuala Kangsar - DAP supremo Lim Kit Siang describes PAS president Abdul Hadi Awang's Private Member’s Bill on Act 355 as a man-made bill that tries to position itself as Allah's bill.

"Hadi's hudud bill is created by himself, it is not God's law. It is a man-made law. That's why it can be amended," he says at a press conference.

"In fact, the Kelantan Syariah Criminal Code II Enacment 2015 is a PAS law. If it is an Allah law, then it cannot be amended," he says.

"So, I think there is a need to discuss this matter."

While admitting it is hard to get Muslims to oppose what is called Allah's penal code, he says it would be easier to persuade them to oppose Hadi's bill.

Lim also accuses MCA and Gerakan of conspiring with Umno and PAS to bring up the hudud issue so it can take centre stage.

Despite both MCA and Gerakan pleading ignorance, he says, the whole affair could not have happened without the approval of MCA and Gerakan.

Lim noted only PAS' second and third line leaders criticised 1MDB and the RM4.2 billion that went into Prime Minister Najib Abdul Razak's account, adding that only what the party president says counts in PAS.

Hadi has been defending Najib over these controversial issues, he says.

This is the practice in PAS today, he said, and it is what had caused Pakatan Rakyat’s demise last year.

Confiscated DAP billboards resurrect in leaflets

9am: Kuala Kangsar - Undeterred by the eight giant DAP posters sabotaged in both the by-election constituencies, the party has replicated those messages into print copies and are distributing them to voters.

"We have printed 4,000 leaflets," says DAP Pokok Asam state assemblyperson Teh Kok Lim.

The leaflets depict Prime Minister Najib, PAS president Abdul Hadi and MCA president Liow Tiong Lai side by side.

"A vote for PAS is a vote for Umno," read the leaflets.

"BN and PAS conspired, their racial and religious issues will be detrimental to the country," reads the caption.

"There is a need to strengthen Amanah as it will probably contest in Umno and PAS seats that did not swing to the opposition in the last general election.

"Amanah's strength will determine the strength of Pakatan Harapan.

"We hope the people in Kuala Kangsar and Sungai Besar will help Amanah empower the progressive voice of the Muslim party," it says.

The leaflet's contents come from the controversial billboards that the Election Commission took down in Sungai Besar, and which was also found sabotaged in Kuala Kangsar.

Another leaflet distributed depicts a man forced to take on the heavy burden of the Goods and Services Tax (GST), the national debt and price hikes.
