The Human Rights Commission of Malaysia (Suhakam) will try to organise a roundtable discussion on the Election Commission redelineation proposal with all stakeholders within the next week, following a memorandum several opposition MPs handed to it.

PKR's Lembah Pantai MP Nurul Izzah Anwar, DAP's Klang MP Charles Santiago and Amanah's Kuala Krai MP Hatta Ramli visited the Suhakam headquarters in Kuala Lumpur today to hand over the memorandum requesting the commission to conduct a human rights impact assessment of the EC redelineation proposal.

Suhakam chairperson Razali Ismail agreed that the commission would conduct a study on this as soon as possible and come up with guiding principles that it hope ECs would abide by, an aide to Santiago told Malaysiakini.

In the memorandum, the three MPs said the EC's redelineation exercise goes against Schedule 13 of the Federal Constitution, specifically Article 2(C), which states that the number of voters in each constituency should be more or less the same, except in certain special cases.

They brought up the example of the seven parliamentary "super constituencies" in Selangor - Gombak, Bangi, Subang, Petaling Jaya, Damansara, Klang and Kota Raja - all of which would have more than 120,000 voters each.

In comparison, they said, there are four constituencies in Selangor which are far smaller, that is Sabak Bernam, Sungai Besar, Tanjong Karang and Kuala Selangor, all of which would have around 60,000 voters or less under the redelineation.

The redelineation exercise also goes against the 'one man, one vote' principle as stated in Article 25 of the United Nations' International Convention on Civil and Political Rights, Santiago, Nurul Izzah and Hatta said.

The EC's redelineation proposal has been heavily criticised since it was made publicly available, with the opposition claiming it is heavily skewed in BN's favour.

Santiago has also lodged a police report on this issue last Saturday.

The Selangor government has said it will take legal action to stop the redelineation, while PKR's Pandan MP Rafizi Ramli submitted a bill to Parliament to remove redelineation powers from the EC.
