Petaling Jaya Selatan MP Hee Loy Sien had undermined Parliament's independence when he sued Dewan Rakyat speaker Pandikar Amin Mulia, said a minister.

"His actions to sue Pandikar had sullied Parliament's good name. This action had undermined Parliament's independence as enshrined in the Federal Constitution," Minister in the Prime Minister's Department Azalina Othman Said said.

Hee yesterday filed an originating summons with the Kuala Lumpur High Court to challenge Pandikar's decision to reject his two questions related to the 1MDB scandal.

Azalina said as a lawmaker, Hee should have understood Parliament's special privileges, especially the one mentioned in Article 63 (1) of the Federal Constitution.

Article 63(1) states that "the validity of any proceedings in either House of Parliament or any committee thereof shall not be questioned in any court."

As such, Azalina said the lawsuit only showed that the PKR MP was purposely creating a stir on the 1MDB issue.

Last week, opposition MPs had criticised the speaker after he rejected more than 30 questions related to 1MDB for the current Dewan Rakyat session.

Defending his decision, the speaker said there were rules and procedures which must be followed, including that the questions should not contain accusations, assumptions, be offensive, or made up.

The speaker's rulings are final under House rules.

However, MPs still have the option of submitting a motion to review the decision.

Such motions however rarely make it to the House floor as government matters take precedent in the Dewan Rakyat.
