UPNM bullying: Probe concluded, suspect to be charged tomorrow, cops say

Police have concluded their probe into the latest alleged bullying case at Universiti Pertahanan Nasional Malaysia (UPNM).

In a statement today, Kuala Lumpur police chief Rusdi Mohd Isa said that the investigation papers have been forwarded to the Attorney-General’s Chambers under Section 323 of the Penal Code.

“The charge will be filed at the Jalan Duta Court on Nov 22 at 9am,” he said.

Section 323 of the Penal Code states that whoever, except in the case provided for by Section 334, voluntarily causes hurt, shall be punished with imprisonment for a term which may extend to one year or with a fine, which may extend to two thousand ringgit or with both.

Rusdi added that the police have questioned 16 witnesses to help with the investigation. However, only one suspect will be charged tomorrow.

The media on Nov 10 reported that a 19-year-old military cadet suffered fractures to his spine and ribs in a violent bullying incident at UPNM.

Rusdi said that in the Oct 21 incident, a third-year cadet had stomped the victim resulting in injuries.

Police only received a report on Nov 8.

UPNM has been in the spotlight again recently as repeated cases of bullying and violence resulting in serious injuries were reported in the institution, prompting the Defence Ministry to decide to severely punish those who were involved.
