From paddy fields to 'second Dubai' - Perlis ruler outlines bold vision

Perlis ruler Tuanku Syed Sirajuddin Jamalullail has outlined an ambitious vision to transform Malaysia’s smallest state, known for its paddy fields, into a major regional gateway.

He believes the northern state, which shares a border with Thailand, has the potential to emerge as a “second Dubai”, serving as an open gateway to Asean countries in the coming years.

Tuanku Syed Sirajuddin said Perlis is well-positioned to evolve into a trading hub, innovation centre and key regional economic meeting point, citing its strategic location at the northern tip of Peninsular Malaysia.

“I also hope that in the coming years, if Dubai is recognised globally as an open gateway to West Asia, then I am confident that the state of Perlis can also emerge as a ‘second Dubai’.

“Backed by the commitment of the state government, the Northern Corridor Implementation Authority, the Entrepreneur Development and Cooperatives Ministry, and the strength of the cooperative movement, I firmly believe Perlis can develop into a trading hub, innovation centre, and regional economic meeting point,” he said, according to Bernama.

Dubai, the largest city in the United Arab Emirates, is widely regarded as a global business hub and tourism hotspot, known for its luxury retail, ultramodern skyline and vibrant lifestyle.

The Perlis ruler made the remarks while officiating at the Nat Antarabangsa Angkasa Perlis 2026.

Also in attendance were the Perlis Crown Prince Tuanku Syed Faizuddin Putra Jamalullail, and the Raja Puan Muda of Perlis, Tuanku Lailatul Shahreen Akashah Khalil, along with Menteri Besar Abu Bakar Hamzah and National Cooperative Movement of Malaysia (Angkasa) president Abdul Fattah Abdullah.

Tuanku Syed Sirajuddin said the event goes beyond being a platform for discussion and exchange of ideas, highlighting its growing international reach with participation from Malaysia, Thailand, Indonesia and China.

He added that the programme reflects strong support at both state and national levels, while successfully drawing global interest and participation, further strengthening Perlis’ standing as a trusted and emerging regional hub for cooperative economic networking.

“This is a major recognition of the state’s potential, and I greatly appreciate it,” he said.
