Dr Mohd Khir Toyo kicked off his first day as state opposition leader by pounding the new Pakatan Rakyat state government over its 'unfulfilled' election promises.

He later stressed that the state government must outline how promises made during the March 8 general elections would be fulfilled. He also suggested that a time frame be drawn up.

"We don't want to hear excuses later. I'm sure detailed research had been undertaken before the election manifestos were drawn up," said Khir, during the debate on the motion of thanks to the royal address.

Citing examples of the pledges, Khir said the opposition manifesto had outlined allowances for housewives and monthly allowances for children attending nursery and kindergarten.

"I estimate that the birthrate in Selangor to be 85,000 annually. I feel that this (policy) must be implemented. It is really needed," he said.

Tertiary incentive

Khir also implied that the new Pakatan Rakyat state government had reneged their pledges for monetary incentives for university students.

"Now we learn that the incentive for university students is only for families with an income of less than RM1,500.

"But in their manifesto, (it was stated that the incentive was for) every Selangor-born with an offer letter, regardless of whether it is for a diploma course of a bachelors degree," he added.

Lau Weng San (DAP-Kampung Tunku) later interjected Khir's speech and came to the state government's cover, saying that there was no indication that such pledges would not be fulfilled.

"It is not even 100 days yet," he pleaded

Khir retorted that he was merely offering a reminder of the election pledges and was asking when the pledges would be fulfilled.

PKR-PAS manifesto

Mohamad Satim Diman (Umno-Sri Serdang) later pointed out that Khir was referring election pledges as outlined in a joint-manifesto by PKR and PAS.

"Maybe that's why he (Lau) is worried that it cannot be fulfilled," said Mohamad Satim.

Yesterday, Menteri Besar Khalid Ibrahim ( left ) said that his state government could not make drastic changes for the 2008 budget which was approved by the previous government.

Previously, a Universiti Teknologi Mara (UiTM) graduate had lodged a police report on the state government's restriction of the RM1,000 incentive for Selangor-born tertiary students this year to those from RM1,500-per-month income group.
