I am appalled to hear

that Works Minister S Samy Vellu asked Peninsular Metro-Works to make amendments to the Penang Outer Ring Road alignment "to avoid disruption to residential areas and cemeteries". Whose work is it to design the PORR, and whose responsibility is it to make amendments to the PORR when necessary?

The whole issue leaves many more questions than answers, such as:

  1. Who decides if the PORR is necessary or needed?

  • Who awards the PORR to PMW, and decides an open tender is not necessary? Is this country run by a dictator?

  • Is the PORR an up-to-date project that will meet the needs of Penang in the future?

  • What is the formula to calculate the compensation for PMW in building the PORR?

  • Who, and when was it, decided that the prime lands are theirs to give away as they see fit?

  • Who decides a former bankcrupt is the appropriate person to direct a project this size?

  • Is it a done deal that PMW will be awarded the contract?

    • Despite public outcry building up and the folks in Penang fuming, the building of the PORR seems to have commenced.

    We want the government to answer these and other questions.
