Former Kuala Lumpur CID chief Mat Zain Ibrahim has proposed that the police expand their scope of investigations from showing or distributing obscene material to include fabrication of evidence.

He also proposed that a 1999 alleged sex tape be shown to the public to evaluate Anwar Ibrahim's character for themselves.

Mat Zain said this in his open letter dated April 18, which was only made available to the media today, to the inspector-general of police Ismail Omar on the on-going investigations into the sex tape affair which was screened before some journalists on March 21.

He said the probe centring on the owner of the Omega watch, was not relevant as it had bypassed the necessary ingredients which the police wanted to prove under section 292 of the Penal Code.

"I suggest the investigating officer expand the classification of its investigation to include fabricating evidence. Based on businessperson Shazryl Eskay Abdullah's disclosure about the sex tape, the possibility of fabrication is relevant."

He gave the example of an illustration under the Penal Code in falsifying evidence "A puts jewels into a box belonging to Z, with the intention that it will be found in that box, resulting in Z being convicted of theft.

Based on the illustration, Mat Zain said, and the circumstances surrounding the second video, he thinks it would be wise to include falsification in the scope of investigation which at the same time would remind the people how seriously their actions (fabricating) could impact on the administration of justice.

Show 1999 video call

On the issue of the sex tape, Mat Zain who had also investigated the Anwar black-eye incident, said that not many people know but there was another alleged Anwar sex tape in 1999, which was distributed in Kuala Lumpur sometime in November, before that year's general election was held.

"Two police reports were lodged about the video, titled ' Siapa Anwar ' (Who is Anwar), and a copy was handed to the police. I viewed it twice.

"The video contained a phone call recording between a man said to be Anwar and his girlfriend and we tried to identify the source of the video. While we had determined its source, we could not determine who was responsible as the video was politically motivated.

"It was distributed several days before the 10th general election and as far as I can remember, no person claimed responsibility," he said, unlike the second tape.

azlan Mat Zain claimed for 12 years' the people's minds had been poisoned with issues of extra-marital sex and unnatural sex, and the main players in all these affairs.

Following this, he proposed screening of the 1999 sex tape to the public as there is no sexual act in the video and it would not fall within the ambit of Section 292 of the Penal Code, as it is only a documentary to portray "Anwar's sexual life" exposing locations, the hotel room where the alleged sex acts was supposed to have taken place.

"There is also a phone call recording as I said previously, The video was edited to convince voters (then) that Anwar did not have morals and was not fit to be a leader. I believe that if the people watch the video, especially the Malays, they could judge for themselves whether Anwar possess the right morals to become prime minister.

Anwar's enemies' plot theory

"It could have been produced by Anwar's personal or political enemies to dampen his political career, to take revenge or to slander him as a result of his exposure of alleged abuse of power by some leaders. "

He added that the PKR de facto leader had also filed similar reports against former Perwaja tycoon Eric Chia and former finance minister Daim Zainuddin.

The former top cop believes the second sex tape is a result of a clash of personalities between Anwar and Rahim.

Rahim is one of the 'Datuk T' trio who also include Eskay and former Perkasa treasurer-general Shuib Lazim.

The trio had claimed responsibility for screening the sex video to several top editors and journalists on March 21. The 22-minute video shows a man resembling Anwar having sex with an east-Asian woman.

Anwar has, however, denied that he was the man in the video
