Harussani Zakaria said this was due to state religious departments' inability in terms of investigation and workforce, and the fact that enactment not only incomprehensive, but carried only light punishment upon conviction.
"I have personally informed the prime minister (Najib AbdulRazak) on the need of a law to prevent apostasy and to thwart attempts to proselytise Muslims based on constitution be implemented at the federal level and be inserted in the Penal Code," he told reporters in Bagan Serai today.
He was commenting on the statement made by Minister in the Prime Minister's Department Jamil Khir Baharom yesterday that the presence of the enactment since 1980s had enabled those involved in such activities be charged in civil courts .
Among the states that had enforced the enactment were Terengganu, Kelantan, Selangor, Malacca, Kedah, Pahang, Johor, Negeri Sembilan and Perlis.
Hence, he said it was vital for the government to implement the declaration containing the 10 resolutions made by the Himpun last Saturday.
"It must be made a priority. After this, Himpun will go from state to state and we want all Muslims to understand its purpose," he said.
When opening the Mustapha Kamal mosque in Bukit Merah laketown resort earlier, Harussani said those using mosque as an arena to create disputes, gain political support and spying on Muslims were hypocrites and morally corrupted.
He also called on all political parties and Muslims as a whole not to let their political beliefs prevent them from being united and thus, mortgaging the country and the religion.
"If we let that happens, Muslims will suffer," he added.
