Police would reportedly take action against the June 22 ‘Black 505' rally if organisers proceed with the event without the ‘proper permits', according to Deputy Inspector General of Police Mohd Bakri Zinin.

"We already have laws and will enforce those laws. We will take action according to those laws.

"We will look at the situation. If there is a need, we will take action," English-language daily The Star online quoted him saying at a press conference today.

However, the Kuala Lumpur City Hall (DBKL) under whose jurisdiction the venue is located, had denied PKR permission to use the field, claiming that it is needed to facilitate preparations for another event on June 23, and offered alternatives instead.

Talks between DBKL and PKR have been stuck at a stalemate so far, with Rafizi is still hoping Padang Merbok will be available for the event, but would refer the matter to the coalition's leaders and NGOs first before arriving at a decision.

Under Section 9 and 10 of the Public Assembly Act 2012, rally organisers need to give at least 10 days notice to the police ahead of a rally which must include written consent from the owner of the venue.

Unlike previous legislations, no police permit is required.

However, the police may impose conditions and restrictions that may relate to "the concerns and objections of persons who have interests" under Section 15(2)(g) of the Act.

They have powers under Sections 20 and 21 of the Act, respectively, to arrest or disperse those taking part in an assembly in defiance of the restrictions.
