Incinerator projects mismanagement - no case

PARLIAMENT Investigations into the mismanagement of incinerator projects in the country have been closed as there is no case to begin with.

Minister in the Prime Minister’s Department Paul Low said the Malaysian Anti-Corruption Commission (MACC) has concluded its investigations into the matter.

“Based on the investigations, there is no case to begin with therefore the case has been closed,” Low said in a parliamentary reply today.

Low ( photo ) was responding to Serdang MP Ong Kian Ming who asked for the status of MACC’s investigations into the awarding of mini incinerator projects in Pulau Pangkor, Pulau Langkawi, Cameron Highlands and Pulau Tioman.

The MACC opened investigation papers into the matter in March this year.

This came after anti-incinerator group Gabungan Anti Insinerator Kebangsaan (Gaik) lodged multiple police reports nationwide, on the heels of a Public Accounts Committee (PAC) finding last year on the possibility of elements of graft in the incinerator projects awarded by the government.

The PAC earlier found the Urban Well-being, Housing, and Local Government Ministry to have awarded four incinerator construction projects to CXN Technology Sdn Bhd (XCNT) without due diligence, resulting in delays and inefficiencies.

Ong last year revealed that XCNT was the company awarded the projects to build the four mini-incinerators. This came despite the company having been cited for its poor performance in the 2012 Auditor-General’s Report.

And despite having failed in constructing and maintaining the four incinerators, worth almost RM200 million, the contractor still had its contract renewed.

Ong in November last year said the company was awarded an RM3.5 million contract in April last year, to continue to repair and manage the Pulau Pangkor incinerator.

The Pulau Pangkor incinerator in Perak has not been operating according to specifications.
