The men in blue will do their best to ensure there will be no clashes during the planned Bersih 5 rally and the counter-rally by the red-shirts tomorrow.

“We are doing our best to ensure that there will be no clashes between any party.

“We want to ensure that Kuala Lumpur is safe and peaceful,” Kuala Lumpur police chief Amar Shah Ishar Singh told a press conference in Kuala Lumpur today.

Amar Singh was also asked to comment on the decision of the High Court in Kuala Lumpur to dismiss an application by three traders' groups to stop the rallies.

Justice S Nantha Balan cited Section 18 of the Peaceful Assembly Act (PAA), where authority is given to the police to divert any rival group to an alternative place, or venue or time or day.

To this, Amar Singh replied: “This is precisely what we are doing. We will ensure there will be no clash between the ‘red’ and ‘yellow’.

“There will be arguments between them. This is precisely what we will do, to ensure they don’t meet,” he added.

Earlier during the press conference, Amar Singh confirmed that police had received notices from both Bersih and the red-shirts to hold their rallies.

However, as both quarters had failed to obtain permission from the Kuala Lumpur City Hall (DBKL) to hold the rallies at the designated areas, police were not able to process the notices.

“Both rallies do not fulfil requirements under the PAA. Therefore, both will be in contravention of the PAA,” he added.

Meanwhile, citing social media reports, Amar Singh said two more groups are expected to hold gatherings at the same area and time tomorrow.

The two groups, he said, will be dressed in white and black respectively.

“Here we have four groups who want to gather at the same place and time.

“Since they have different ideologies, there is high possibility that there will be misunderstandings and altercations.”

Therefore, police will not hesitate to take action against those who try to undermine peace and security, added Amar Singh.

On another matter, Amar Singh also confirmed that no drones will be allowed to be flown tomorrow.

“They cannot be used in the area. If you want to use them, you have to obtain permission from the Department of Civil Aviation (DCA),” he said.

Bersih plans to hold its rallies in Kuala Lumpur, Kuching and Kota Kinabalu tomorrow.

It is demanding clean elections, clean government, the right to dissent, strengthening of Parliament and empowerment of Sabah and Sarawak.

Clashes are expected to occur as the red-shirts have vowed to be wherever the "yellow shirts" are.
