In a twist to the Saudi donation narrative, PKR vice-president Rafizi Ramli now claims that it is Malaysia that is donating to the Arab state, and not the other way around.

He cited alleged projected losses of RM142 million by Prasarana Malaysia Bhd from its involvement in two rail projects in the country.

"The people can see clearly - the one donating is Malaysia to Saudi Arabia, not Saudi Arabia to Prime Minister Najib Abdul Razak," Rafizi said at a press conference in the Parliament media room today.

Najib has claimed that US$731 million transferred to his private accounts prior to the 2013 general election was a donation from the Saudi royal family.

This was affirmed by attorney-general Mohamed Apandi Ali, although critics claim that the funds had instead originated from 1MDB.

The Saudi rail projects cited by Rafizi are the Al Mashaer Al Mugaddash Metro Southern Line (MMMSL) and Makkah Shadow Operator.

Prasarana has a RM930 million contract to operate the railways from December 2014 until May 2018.

Rafizi said he had received a leaked Prasarana financial report, which showed that by May 2018, Prasarana would have lost SAR125 million (RM142 million) when total revenue is subtracted from total operating cost.

He claimed that a written parliamentary reply from the Finance Ministry corroborated the leaked document he got.

In the reply dated July 24, the Finance Ministry stated that up to June 30, this year, total revenue from the two projects was RM580 million, while total expenditure was RM679 million.

This equals to a loss of RM99 million.

Rafizi said the leaked financial report he got stated that up to May 2017, Prasarana's total revenue from the two projects was SAR474 (RM530 million), while total expenditure was SAR563 (RM630 million).

The difference between the leaked report and the parliamentary reply, he said, was within a reasonable range for the two months of June and July which were not detailed in the report.

However, the parliamentary reply also states that Prasarana has made a RM115 million claim which has been approved but not yet received.

Rafizi, however, said this should not be added to the RM580 million, as under accounting logic, the RM115 million claim would have been included in the revenue when the claim was approved.

"But I can't confirm if this is the case," he said.
