Ramli rules no 'improper motives' in Marzuk's speech against DAP MP
PARLIAMENT | Deputy Dewan Rakyat speaker Ramli Mohd Nor ruled that Ahmad Marzuk Shaary (Perikatan Nasional-Pengkalan Chepa) did not impute improper motives on Howard Lee (Pakatan Harapan-Ipoh Timor), as outlined in Parliament’s Standing Orders.
Ramli’s ruling comes after yesterday’s kerfuffle in the Dewan Rakyat, where Lee raised Standing Order 36(6) against Marzuk who repeated PN’s claims that Lee in a viral video last month had falsely interpreted a Quranic verse that touched on loyalty to rulers or leaders.

Ramli’s ruling comes after yesterday’s kerfuffle in the Dewan Rakyat, where Lee raised Standing Order 36(6) against Marzuk who repeated PN’s claims that Lee in a viral video last month had falsely interpreted a Quranic verse that touched on loyalty to rulers or leaders.
Standing Order 36(6) states that no member shall impute improper motives to any other member.
Ramli said he had sought explanations from both parties in the matter to arrive at his conclusion.
“For a member who wishes to raise Standing Order 36(6) in the future, it is mandatory for the member to explain which part or phrase leads to ‘imputing improper motives’.
“Based on a review of the video recording of Ipoh Timor’s speech, these characteristics and details do not exist.
“I interpret that throughout (Marzuk’s) speech, it does not reach the level of ‘imputing improper motives’ since the issue associated with this is already happening and being covered by the media outside of the august House.
“With that, I interpreted what (Marzuk) meant as an academic issue raised in his speech in the Dewan Rakyat,” Ramli explained while chairing the parliamentary session today.
He said Lee did not specify which particular part of Marzuk’s speech imputed improper motives against him.
