The 34-page Pakatan Rakyat ad-hoc committee report on the Oct 26 collapse of the Kuala Dipang suspension bridge in Kampar which killed three young pupils says that the blame lies with the Perak Co-curriculum Centre (PCC) located at Pangkor Island.
