Police have acted within their jurisdiction to detain the six Parti Sosialis Malaysia (PSM) members regarding security issues, said Mohamed Nazri Abdul Aziz.

The Minister in the Prime Minister’s Department said the police had the right to use either the Emergency Ordinance (EO) or the Penal Code since the six were suspected to revive the communism ideology which had been banned in Malaysia.

“It is up to the police (to act), we don’t question what they do because it is a security issue,” said the de facto Law Minister to reporters after a briefing on the ‘Green and Energy Efficient Courthouses’ programme in Kuala Lumpur today.

He was asked to comment on the detention of a group of PSM members last month under the Section 122 of the Penal Code for possessing materials containing communism elements.

Six were later rearrested under the EO on July 2 after a brief release.  

                

Nazri said although the EO was enacted and came into power as a measure to curb communist resurgency in 1948 to 1960, and also for a brief state of emergency following the May 13, 1969 racial riot, “it was retained to ensure that such incidents do not recur”.

On the programme, Nazri was briefed by KFM Holdings Sdn Bhd, an energy services company (ESCO) on the needs to implement energy efficiency measures.

Its group chief executive, Nurolamin Abas said with the implementation of the measures which included the building of automation system, centralised air-conditioning system, split air-condition system, lighting and maintenance practice, the government would be able to save RM45 million in seven years from energy consumption in 10 of its courthouses.

This is based on the company findings after conducting a study on the energy efficiency measures at the Kuala Lumpur Courts Complex in 2009, and followed with the implementation of the programme last year at the same venue.

“The results showed that the programme managed to reduce the energy consumption of the complex by 11 percent last year,” he added.
